The Secondary Education Examination (SEE), which begins today, is set to be conducted more transparently and systematically this year. With new guidelines aimed at organizing the examination process and expediting the evaluation of answer sheets, it is expected that irregularities during the examination will be minimized, and results will be published sooner.
The Office of the Controller of Examinations (Grade 10), under the National Examination Board, will conduct the exams simultaneously across the country as in previous years. According to Examination Controller Tukaraj Adhikari, the SEE will begin at 8:00 AM from designated examination centers nationwide.
A total of 512,421 students will participate in this year’s SEE, which will conclude on Chaitra 29. Among them, 441,566 students are appearing under the regular category, while 70,855 are appearing for grade improvement. The number of female students is higher this year, with 257,613 female students, 254,801 male students, and 7 others participating. Additionally, 23 students will take the exam from a center in Japan. For the examination, 1,966 centers have been designated across the country, and students from 11,379 secondary-level schools will participate.
The Office of the Controller of Examinations has already dispatched question papers to the respective centers through Janak Education Materials Center Limited for all seven provinces. For security, each examination center will have 15 police personnel, one center chief, one assistant center chief, one invigilator for every 20 students, one office assistant for every 100 students, and two additional staff members.
Answer sheets to be evaluated within three days
This year, the plan is to complete the evaluation of answer sheets within a maximum of 3 days after the exams conclude. A new provision requires that marksheets be printed, uploaded to a system (tabulated), sealed in envelopes, and securely submitted to the Education Development and Coordination Unit within three days.
The examination centers will maintain records of received answer sheets in the prescribed format, and then send them in sealed envelopes mentioning the center and subject to the Office of the Controller of Examinations (Grade 10).
According to the SEE Management and Answer Sheet Evaluation Directive, 2082, examiners must be present at the evaluation centers by the time the examination ends. Examiners and reviewers will be assigned so that they do not assess answer sheets from their own schools. There is also a provision to publish results on a provincial basis.
Examiners and reviewers are required to evaluate answer sheets within designated centers only. The process must take place in secure rooms equipped with CCTV cameras wherever possible. Measures have been introduced to prevent irregularities such as taking answer sheets outside the center, unauthorized individuals evaluating papers, unqualified teachers conducting evaluations, or loss and mixing of answer sheets. The use of mobile phones and other electronic devices inside evaluation rooms is strictly prohibited.
Answer sheets will be handed over to examiners and reviewers on the same day of the exam. If negligence is found during evaluation, re-evaluation may be required depending on the severity; remuneration may be deducted, or the examiner may be removed from the list. Any misconduct will be subject to departmental action as per prevailing laws.
Ban on group monitoring
This year, group monitoring of SEE examinations has been prohibited. This decision was made following complaints that representatives from various organizations entering examination halls in the name of monitoring were disturbing students during their exams. Instead, a monitoring committee has been formed in each district under the coordination of the Chief District Officer.
The examination begins today with the compulsory English subject. The schedule continues as follows: Compulsory Nepali on Chaitra 20, Compulsory Mathematics on Chaitra 22, Science and Technology on Chaitra 23, Social Studies on Chaitra 24, Optional First Paper on Chaitra 25, Optional Second Paper on Chaitra 26, and remaining technical stream subjects on Chaitra 27, 28, and 29.
