NEB Issues Detailed Guidelines on SEE 2082 Answer Sheet Management and Documentation

The Office of the Controller of Examinations (Grade 10) under the National Examination Board (NEB) has issued instructions to all concerned regarding the operation, management, and evaluation of answer sheets for the Secondary Education Examination (SEE) 2082.

According to a ministerial decision dated Chaitra 13, 2082, and a subsequent letter issued by the Ministry of Education, Science and Technology on Chaitra 16, the SEE 2082 results must be published within one month from the date of examination completion. The directive has been formally communicated to all Education Development Directorates across seven provinces and Education Development and Coordination Units nationwide.

The Ministry has issued these directives to ensure a smooth and organized examination process. The Office of the Controller of Examinations (OCE) has also made the official guidelines public on its website, see.gov.np, to facilitate transparency and effective implementation. 

In this regard, a virtual meeting was held on Chaitra 17, attended by the Minister for Education, the Secretary, departmental heads, provincial ministry secretaries, heads of Education Development Directorates, and representatives from all 77 districts. During the meeting, stakeholders expressed their commitment to conducting the examinations in a fair, disciplined, and dignified environment. OCE has emphasised the importance of maintaining integrity in the evaluation process, ensuring that answer sheets are checked and verified in a fair, impartial, and objective manner.

Additionally, all concerned authorities have been instructed to arrange for the timely submission of sealed answer sheets to the Office as per the designated schedule.

In addition to the above-mentioned tasks related to the conduct and management of the examination, Education Development and Coordination Units and Directorates are requested to follow the below mentioned things: 

  1. Prepare the attendance and consolidated forms for regular and grade increment group examinees separately.
  2. Regarding examinees residing in Juvenile Reform Homes and Prisons, the following arrangements shall be made as follows:
    • For candidates in juvenile homes, the examination should be conducted either at the designated center assigned to them or at a separate center if arranged. Their answer sheets and other documents must be packed separately.
    • For candidates in prisons, if the examination can be conducted at the prison school center where the candidates are enrolled, it should be arranged accordingly, and the answer sheets should be sent in serial order from that center. However, if the examinee is from another location or another district, conduct the examination through the nearest examination center, evaluate the answer sheets, prepare them in a separate packet, and send them.

 3. Regarding Answer Sheet Management:

  • Answer sheets of regular and new grade improvement candidates (2080 and 2081) should be arranged serially according to symbol numbers, packed separately into small packets, and then placed together inside a single large bag.
  • Answer sheets of old grade improvement (2079) examinees should be arranged subject-wise serially according to Serial Number (S.No.) and packed in separate packets.
  • In a center where both Technical and General stream examinees are present: The answer sheets of compulsory subjects of Technical stream regular examinees should be arranged serially according to Symbol Number. For Technical subjects, the answer sheets should be arranged subject-wise serially according to Serial Number and packed in separate (aluminum/metal) packets.

4. Regarding Other Documents:

  • Form No. 12 (Answer Sheet Dispatch Form) and Form No. 13 (Daily Examination Conduction Report Form) should be placed inside the same packet as the related answer sheets of that day.
  • Form No. 11 (Examinee Attendance Form) and Form No. 15 (Consolidated Attendance Form of Examinees) should be filed separately and sent to the Examination Control Office through the Education Development and Coordination Unit.
