The Kathmandu Metropolitan City (KMC) has issued a notice to schools, urging them not to increase fees arbitrarily or force students and parents to purchase uniforms, textbooks, and other materials from designated vendors.
The metropolitan office stated that several complaints have been received regarding schools compelling parents to buy specific items and charging fees without proper regulation, as the new academic session begins. Such practices, according to KMC, violate existing education laws and policies.
Citing provisions of the Education Act 2028, Education Regulation 2059 (with amendments), and the Kathmandu Metropolitan City Education Act 2075, the authority emphasized that all schools must strictly adhere to the approved standards while determining fees and managing academic materials.
KMC has warned that schools failing to comply with these regulations will face legal action as per the prevailing laws. The notice serves as a reminder for all institutional schools to maintain transparency and follow the prescribed guidelines.
- Admissions of students shall be done only in schools during the academic session 2083 BS.
- Only the curriculum and textbooks approved/recognized by the Government of Nepal shall be implemented.
- No additional textbooks or supplementary learning materials shall be used without approval from the Curriculum Development Centre.
- Textbooks containing learning materials that undermine national identity shall not be taught in schools.
- No school shall compel/force any student/parent to purchase textbooks from the school itself.
- Schools shall prescribe and implement a uniform for students that is uniform in type, low-cost, simple, reflective of national identity, or suitable to the local climate.
- Schools shall not force students to obtain uniforms from the school itself.
- Schools shall ensure that free textbooks are made available to students at the time of admission.
- Parents and guardians shall confirm whether the concerned school has received permission and approval from the relevant authority before enrolling their children, and make admission of their children at the beginning of the academic session 2083.
